The invited competition is to locate the new congress and exhibition area next to the new football stadium constructed for the European Football Championships. The project requires zones for multifunctional exhibitions, an auditorium plus commercial and hotel areas.

Public areas were also created at intermediate levels which interconnect different areas according to their respective uses.
